Since animal diseases were widespread and breeding efforts were typically unsuccessful, Col. J.H.B. Hallen, who was appointed as the Chairman of the Indian Cattle Plague Commission, made recommendations that led to the founding of the Indian Veterinary Research Institute’s mother campus in Mukteswar. In order to conduct a geographical survey of the main diseases that field workers in this nation must deal with and to find preventative measures for the various diseases revealed by the survey, this commission recommended the establishment of a Veterinary Research Laboratory in India in 1885.
